Please review <br />Exhibit A. <br />Applicants: Fred S. Ryan, 1345 North Arm Drive <br />Glen R. Carlson, 1359 Park Drive <br />The Planning Commission requests review and a recommendation from the <br />Park Commission on the enclosed application. The applicants report <br />the area has fallen use to the neighborhood children who have created <br />dirt bike trails in the summer and a snowmobile race track in the winter. <br />The area is not regularly maintained by the City. Neighbors attending <br />the public hearing on April 21, 1980, contend the park area is used by <br />neighborhood children to play ball. They agree the existing condition <br />of the park is most unsafe. If City is to maintain the subject area, <br />the park should be fenced, maintained and supervised by the City. <br />The Park Commission has three options to consider in their recommendation: <br />1.Retain park land and combine with unused public access to create <br />more feasible neighborhood park area. Area must be fenced and <br />maintained by the City. <br />2.Retain island park and vacate unimproved public access, such area <br />to be combined with abutting properties. Park land to remain as <br />green-open space area - not neighborhood park and to be maintained <br />by .the City. Vacated street area to be fenced on outer edge and <br />maintained by property owners. <br />3.Vacate park and unimproved public access, <br />by private property owners. <br />Area to be maintained <br />^_0
