>MV*^rr^' <br />.;,: /■;"; <br />0 <br />s', »s,.',; <br />PLANNING COMMISSION MINUTES Of MANCH 2, 1981 Page 4 V <br />Residents questioned this type of use in this area <br />and is it needed? <br />Are sewer and better roads required to serve the <br />facility? <br />Why does the Parkview staff feel that a psychiatrist <br />on the staff is not necessary? <br />Should a quasi commercial use be allowed in a rural <br />residential area where there is no sewer? <br />The Parkview staff responses are as follows: <br />The school districts of each patient would be res> <br />ponsible for paying for the educational needs. <br />Parents through hospitalization or private corporations <br />would pay for the cost of treatment for each patient. <br />It is possible that Dickey Lake would be used at a <br />future date. <br />The patients would be coming from the western suburbs <br />only. <br />In regard to traffic concerns the 24 patients do not <br />come and go, only during the special feunily group <br />sessions would there be additional traffic and that <br />would only be at night. <br />During the day, there would be a staff of 11 and at <br />night there would be 1 RN and 2 nursing assistants. <br />The type of treatment by Parkview is similar to that <br />practiced at other treatment centers. Such treatment i <br />new and constantly being reviewed and reevaluated. <br />The soil and septic testing will allow for an on site <br />system to serve the 24 patients and staff members. <br />There will be adequate area given 28 acres for increase <br />septic demand and expansion. <br />It is in the opinion of the treatment center that the <br />need is great for the western suburbs. <br />The Planning Commission determined that if this ap­ <br />plication is formalized that a study of the impact on <br />the land, existing roads and demand for sewer be reviewed. <br />Planning Commission felt the scope of the project might <br />lead into additional expansion in the future and asked <br />the applicant, that if he is granted a Conditional <br />Use Permit, would he agree to a restriction of some <br />kind - such as a deed restriction limiting him to a <br />specific number of patients in the future, as one way <br />to control the growth of the operation. <br />The application will be brought to Council on April 13, <br />1981, to determine the scope of the application to be <br />filed if Mr. Ringer plans to continue.
