The Tonka property was assessed for a total of <br />20 commercial water units, equivalent by cost to <br />30 residential units. <br />3. The total assessment was thus 54 residential <br />unit equivalents, slightly more than the 48 units <br />proposed. <br />4. Water Conclusions <br />a. ) The new laterals would be installed by the <br />developer but there should likely be no additional <br />water assessment. <br />b. ) Design and construction will be according to <br />the City Engineers requirements, including <br />fire hydrant location as recommended by the <br />fire department. <br />VIII. CITY PARKS <br />The parks commission reviewed the original 60 unit <br />application at which time they recommended inclusion <br />of a Tot lot. There was no size or equipment deter­ <br />mination. There was no need for major park facilities <br />because they felt the area on Lyric and Shadywood was <br />being developed for this purpose. It would be nice <br />to have that area and a new area on opposite sides <br />of this neighborhood. <br />m <br />1. The area labeled "Park" is probably not acceptable <br />park land. <br />2. The area labeled Outlot A is probably not acceptable <br />park land. <br />3. The Park Commission should recommend which lot <br />or land area is acceptable. This will not affect <br />the Planning Commission's review of the existing <br />layout. <br />4. Based on the existing fee schedule and the overall <br />project density, the park dedication fee is $480 <br />per unit, total $23,040, less any land accepted <br />for donation. <br />5. The City does not have to accept the "Park" (drainage <br />area) or Outlot A (density credits used) in lieu <br />of other park dedication, although depending upon <br />final layout, some of this land and/or one or <br />more of the platted lots might be acceptable. <br />6. An option would be required platting of Outlot A <br />as discussed in item III, with one or more of the <br />more centralized platted lots accepted as the <br />parkland.
