CITY OP ORONO <br />VUBlMC HEARING NOTICE <br />UTILITY & STREET IMPROVEMENTS <br />NOTICE is hereby given that the City Council will hold a public <br />hearing in the Council Chambers at 1275 Brown Road South on Monday, <br />August 23, 1982, at 7:00 PM to consider the construction of certain <br />utility and street improvements in the Navarre area of the City. <br />This project consists of four parts. The total cost of all proposed <br />improvements is estimated to be $444,798.00. This cost is proposed <br />to be divided among the properties benefitted by such improvements, <br />which properties are proposed to be assessed for all or a portion <br />of such costs pursuant to Minnesota Statutes, Chapter 429. <br />PART iv of the project consists of construction of a sanitary <br />sewer trun): line designed to bypass a portion of existing sewer <br />lines that have reached or exceeded their design flow capacity. <br />This capacity restriction adversely affects the operation of the <br />sewer system serving most of the Navarre area of Orono. The <br />estimated cost of this part of the project is $148,308.00: which <br />cost is proposed to be assessed: <br />Partially to each «?xi sting sewer user located in the <br />"Trunk Sewer Service Area" Indicated on the attached <br />map. Each such residential user is proposed to be <br />assessed $150.00 ($15.00 per year plus interest over <br />a ten-year period). Each such commercial property <br />is proposed to be assessed multiples of the $150/unit <br />charge based upon the number of sewer unit charges <br />billed each quarter. <br />Partially to each property located within the "Local <br />Trunk Service Area" indicated on the attached map, <br />which properties are proposed to be assessed for <br />local trunk sewer benefit on the basis of $2,000 per acre <br />of actual lot area and/or for direct lateral service benefit. <br />Partially to be collected as connection charges to <br />be paid in the future at the time permits are issued <br />for any new buildings or other Increased sewer useage <br />within the "Trunk Sewer Service Area" indicated on <br />the attached map. <br />' ( <br />PART B of the project consists of construction of sanitary sewer, <br />water main, storm sewer and street improvements within the pending <br />subdivision plat of Schlee Builder's Inc. legally described as: <br />Atf 0|( Lot 4, except tkz. wuWiJty 6 ^eet, and that pant oi Lot 5, <br />dcAcAtbzd OA iottoiM: Cottmencing at a point on the east tine 0($ <br />Aoid Lot 5 a distance oi 495 ^eet Honth oi the AoutheoAt conr.en <br />theneoi; thence WeAt 132 ieet; thence South 495 ieet; thence WeAt <br />to the AouthueAt connen theneoi; thence Nonth to the nofthaeAt <br />connen oi Ame; thence EoAt to the noxtheoAt coxnen theneoi; <br />thence Aouth to beginning, alt in Block 9, ToMuite oi Langdon <br />Pank, accoxding to the plat thexeoi on iite ox oi xecoxd in the <br />oiiice oi the Rcgtitcx oi VeedA in and iox Aoid County, <br />whicl property is proposed to l,c assessed lOOX of the estimates <br />$164,320.00 cost of these improvements.
