Provides slightly shorter fire-response route. <br />3. Disperses plat traffic. <br />4. Reduces plat traffic on Livingston Avenue 50% <br />5. Would increase plat traffic use of Blaine Avenue. <br />6. improves access to water plant and Kullberg/Harding properties. <br />» <br />if Better utilizes southern land in plat. <br />8.Right of way would be used for existing and extended <br />storm sewer, for proposed sewer trunk line and for water <br />main loop. <br />9. Does not adversely affect lot layout or building placement. <br />10. Eliminates slightly over-dense cul de sac (was 14 units vs <br />10 units maximum rule of thumb) <br />11. Eliminates need for separate walkway easement between <br />cul de sac and Shoreline Drive. <br />12. Through street is easier/cheaper to maintain (snow plowing, etc) <br />Disadvantages <br />1.Requires extra street construction costs (Engineer's <br />Estimate: $13,600: Note that high cul de sac cost <br />is avoided thus offsetting some of the cost of the added <br />street length). <br />2.Requires extra right of way land <br />a) Land taken within plat will raise the net plat <br />density above 3.04 units/acre to about 3.2 units/acre. <br />b) About 15-20 ft strip from City water plant <br />(would not adversely affect useability) <br />c) About 30-35 ft strip from Kullberg/Harding <br />(3500 sf±) would reduce parking and buildable <br />square foot area resulting in higher easement <br />acquisition costs. <br />3.Would put more traffic on Lyric Avenue which is substandard <br />as follows: <br />a) Existing pavement is only 16 ft wide <br />b) Has a very poor intersection with Navarre Avenue. <br />Time and actual use will determine whether or not <br />mitigating measures need be takne. None is considered <br />necessary at this time.
