Trie current proposal <br />to diveit most of the proposed hard-surface runoff east <br />under C.S.A.H, No. 19, does not adequutely address the <br />problems of increased runoff and degraded water quality. <br />4 <br />Minnehaha Creek Watershed District Rules and Regulations <br />require that stormwater effluent from a developed pro­ <br />perty should be no greater in volume and no lower in qual <br />ity than existed under conditions prior to development. <br />To accomplish this owners must use facilities on-site <br />to avoid transferring the problem to n downstream body <br />of water. <br />In the past the City of Orono and the Minnehaha Creek <br />Watershed District have worked in close cooperation to <br />solve such problems.
