Box 66 <br />Crystal Bay, MN 55323 <br />i!>oO <br />Subject;Tyra's Super Valu <br />County Road 19 and County Road 15 <br />Orono, Minnesota <br />Dear Dick: <br />We have reviewed the revised plan submitted by Super Valu <br />covering the subject site, dated 6/20/76, together with the <br />recommendations of the Planning Commission from their meeting of <br />June 21, 1976 and have the following comments. <br />Since our last reviev; of this i)ro()Osal, which occurred <br />on June 1, 1976, various changes have occuried to the plan. <br />The original break in drainage in the northeast [portion <br />of the site will now be retained thereby [tovLding for the <br />removal of runoff from that area by the County Road 19 and 15 <br />storm sewer which is presently in place. This change in plans <br />is in our opinion very favorable. Since our lust review, a <br />rock splash rip-rap area at the base of the bitumxnous sj;ill- <br />way, to the south and east of the building, has been ac led to <br />act as an energy dissapation device. We feel that this rock, <br />properly placed, would adequately handle the flows antici[>ated <br />and would protect the lov: lying area from excessible scouring <br />during periods of high runoff. <br />Grading limits to the west of the proposed store have <br />been brought closer to the building w'ith the result being <br />that an area of roughly 35 fee;t east of tlie Kelly Avenue <br />property line is being left in it's natural state. As presently <br />designed, this natural area would receive the runoff from the <br />westerly portion of the i)ark^ng area. The plan as submitted <br />does not call for any erosion control measures being taken <br />in this...natural area to minimize disruption tlue to increased <br />runoff.The Planning Commission has recommended the elimination <br />of the bituminous spillway which had beevi earlier proposed <br />through this area.
