REVIEW RECORD <br />REVIEW OF THE CITY OF ORONO COMPREHENSIVE PLAN <br />BACKGROUND <br />The city of Orono is a primarily residential lakeshore community located in western Hennepin County (see <br />Figure 1). The city has over 30% of Lake Minnetonka’s shoreline within its borders. Orono shares boundaries <br />with many of the other Lake Minnetonka communities, including Wayzata, Plymouth. Long Lake. Medina, <br />Independence, Minnetrista, Momd, Spnng Park, Minnetonka Beach, Tonka Bay, Shorewood. Gr^wood, <br />Dee^ven, and Woodland, all in Hennepin County. The city is 24.1 square miles in area, with nearly 11 square <br />miles in lakes and wetlands. According to the 2000 census. Orono had 7.538 residents in 2,766 households, and <br />an estimated 1,200jobs. According to Council forecasts, Orono should plan to accormnodate 9,550 people in <br />4,000 households and 1,350 jobs by 2020. It ranks 54* among communities in the region in forecasted <br />household growth for the period 2000 to 2020. The significant factors that the city considered in drafting the <br />Orono Community Management Plan are the city’s commitment to preservation of Lake Minnetonka and <br />MnDOT’s realignment of U.S Highway 12. The city's 2000-2020 Draft Community Management Plan <br />establishes policies to guide growth to the year 2020 and replaces the former comprehensive plan, adopted in <br />AUTHORITY FOR REVIEW <br />The Metropolitan Land Use Planning Act requires local units of government to submit comprehensive plans and <br />plan amendments to the Council for review and comment (MN. Stat. § 473.864, Subd. 2). The Council reviews <br />the plans to detennine its conformity with metropolitan system plans, apparent consistency with other adopted <br />plans of the Council, and compatibility with the plans of other local juri^ictions in the Metropolitan Area. The <br />Council may require a local govenunental unit to modify any comprehensive plan or part thereof, which may <br />have a substantial impact on or contain a substantial deiMiture from metropolitan sy stem plans (Minn. Stat. 6 <br />473.175, Subd. I). <br />PREVIOUS ACTIONS <br />The Council reviewed the former comprehensive plan in 1980 and since that time has reviewed seven plan <br />amendments. Orono is a Livable Conununities Act (LCA) participant Orono received a planning <br />grant from the Council in the amount of SI 1,830 to assist in the updating of its conqirehensive plan (SG97-167). <br />The Council has also provided a S32.000 grant in the Spring 2000 from the Local Housing Incentive Account to <br />the Navarre AfTordable Housing Ownership Program for the construction of 29 affordable homes. <br />ANALYSIS <br />SfaflTreviewed the comprehenriw plan update for conformity' with regional syatem plans fut avialiuu, icucaliuii <br />open space, transportation and wastewater resources management, for consistency with the Regional Blueprint <br />and other chapters of the Metropolitan Development Guide, and for compatibility with the plans of adjacent <br />govenunental units and school districts.
