The subdivider shall file <br />a conplcte Sketch Plan Application with the Zoning Admini- <br />least 10 days prior to the regularly scheduled <br />Planning Commission meeting at which the proposed sketch <br />plan will be reviewed. <br />39.223 Sketch Plan Review and Recommendations <br />!• Sketch Plan Review; The Zoning Administrator and/or <br />Planning Commission shall study the Sketch Plan taking into <br />consideration the requirements of the Subdivision Regulations <br />and the best use of the land being subdivided. Particular <br />attention will be given to the location, arrangement and <br />size of lots, the futher development of adjoining lands <br />as yet unsubdivided, and the requirements of the Zoning <br />Code and Comprehensive Land Use Plan. <br />2. Recommendations to te Subdivider. After reviewing <br />and discussing the Sketch Plan, the Planning Commission <br />and/or Zoning Administrator will advise the subdivider <br />of the specific changes or additions, if any, which will <br />be required in the layout, and the character and extent <br />of required improvements and dedications which will be <br />required as a prerequisite to the approval of the Prelimin­ <br />ary Plat. The Planning Commission may re.iuire additional <br />changes as a result of further study of the subdivision <br />in final form. Said approval shall constitute authoriza­ <br />tion to prepare and submit a preliminary plat application. <br />Appeal to the City Council. Should any subdivider wish to <br />appeal a recommendation of the Planning Commission to the <br />City Council, the subdivider shall, within 10 days of the <br />action by the Planning Commission, file a written apeal <br />with the Zoning Administrator on forms provided for that <br />purpose and pay an Appeal fee according to the current <br />ffic schedule. Upon filing of an appeal, the Zoning <br />Administrator shall have 10 days to prepare a report and <br />place the appeal on the agenda of the next regularly <br />scheduled City Council meeting. The City Council shall <br />review the report and apeal and may concur with the Planning <br />Commission or may instruct the Planning Commission to <br />reconsider the application. <br />Effective Period of Sketch Plan Review. Planning Commission <br />recommendations concerning any Sketch Plan shall remain <br />effective for 180 days after the date of Planning Commission <br />review. Failure to file a complete Preliminary Plat appli­ <br />cation within this time period shall be construed as <br />formal withdrawal of the proposed subdivision. Renewal of <br />any proposed subdivision after this deadline shall require <br />a new Sketch Plan application including application form, <br />material submittals and fee payme.nts.
