Purpose. The Sketch Plan is an initial presenta­ <br />tion of the subdivider's intention and serves as the basis <br />for conceptual discussion between the city and the sub­ <br />divider. <br />2. Requirements. A Sketch Plan Review shall be <br />completed for each proposed subdivision prior to the city's <br />accepting any Preliminary Plat application. <br />Sketch Plan Application. Detailed application and drawing <br />requirements are established and listed in Section 39.260 <br />of these regulations. <br />1. Class 1 Subdivision. The Zoning Administrator <br />shall review Class I Sketch Plans on a no-fee, no formal <br />appplication basis subject to the following exceptions: <br />(a) The Zoning Administrator may require Planning <br />Commission Review of a Clas I Sketch Plan involving <br />unusual circustances or topography or when the sub­ <br />division classification is in doubt. <br />(b) The subdivider may request Planning Commission <br />review of any propossed Sketch Plan. <br />(c) Before the Planning Commission review*- mts Class <br />I Sketch Plan, the subdivider shall file /vm^Cftte <br />application and pay all fees as required for review <br />of Class II and Class III Sketch Plans. <br />2. Class II and Class III Subdivisions: The Planning <br />Comfii'iRgien shall review Class II and Class 111 Sketch Plans <br />based upon the subdivider's formal application. Incomplete <br />applications will not be reviewed. Complete applications <br />shall include the following: <br />(a) Completion of all items on the Sketch Plan <br />application form. <br />(b) Map 1; a location map. <br />(c) Map 2; a half-section map. <br />(d) Map 3; a certificate of survey of the property, <br />(provide 10 copies if this document exceeds 8 1/2 by <br />14 inches)
