Zoning Administrator <br />DATC:Novcirber 1, 1977 <br />SUBJECT:Forest Arms Subdivision <br />Carol Sue Dongoske <br />L <br />This s^division was approved by Council on February 23, 1970, and has been recorded <br />accordingly. No lots have ever been sold or developed except Lot 8, Block 2, and <br />the propos^ extension of Forest Arms Lane was never improv^. <br />The original approval was subject to a performance bond for the street improvements and <br />no construction on Lot 5 until it was serviced by sewer. All lots were serviced with <br />the 73-1 sewer project which became operable in Nbvemi^r of 1975. All lots meet the <br />current 1 acre lot area, 140 ft. lot width requirements except Lot 5, Block 1, which <br />is short area. <br />expense <br />Mrs. Dongoske now desires to complete the road at the developer's^and offer the lots <br />for sale. She is requesting Council to authorize the road and drainage ijTq>rovemmits <br />according to the original plat approval. <br />I suggest Council consider the following: <br />1. Consider the ijiplications of public street acceptance concerning <br />current policy. The road is a logical extension of the existing <br />publicly maintained portion. <br />2. Have the City fiigineer review the proposed design specifications <br />for road and drainage improvements. <br />3. Require a developer's agreement and performance bond; amouit ISOt <br />of expected cost. <br />4. Note that current ordinance requires a park dedication fee at time <br />of platting or development; amount 101 of land value ($6,400-$9,400 - <br />$640-$940 per lot). The developer may wish to prepay this now. <br />5. Note that lot 5, Block a, requires a variance for lot area prior to <br />any construction. <br />6. Note that Block 2 abutts an existing ditch that has previously been <br />dredged. Riparian access will likely be requested ajnd dredging <br />policy should be restated. <br />CIL ^CE^1NG - November 14, 1977 <br />Conceptually approved items 1-4. Directed Staff to receive payment of park fees, <br />to receive a developer's agreement for the road and drainage including a ISOt <br />performance bond, and to review the develc^r's engineering desig^i upon sii>mission. <br />Referred item #6 to Planning COmission for review of riparian ri^ts, conservation <br />easements, etc. Will review PC commoits and City engineer's review of constmction <br />spec's, before confirming item 11. Directed staff to have the Hennepin ^il and <br />Water Conservation Service review the wetlands area.
