MINUTES OF A PLANNING COMMISSION MEETING HELD ON APRIL 24, 1978 <br />Chairman Hassel announced this was the time and <br />place for a Public Hearing on the petition of <br />American Rebullders. The City Planner presented <br />the Notice of Public Meeting and the Affidavit of <br />Publication. The applicant Mr, Herfurth was <br />present as well as the following neighbors: Fred <br />Keller and Jack Rosengren, a representative for <br />Elmer Ties. A1 Olson read into the record a <br />recommendation of the County Engineer regarding <br />access and right-of-way on this property - <br />Basically, the County would request an additional <br />10' of right-of-way along County Rd. 6 as has <br />been standard procedure along this highway and <br />that no more than two new access points to County <br />Rd. 6 be granted. This last request would require <br />at least one common access point along the three <br />lots abutting County Rd. 6. The Public Hearing <br />was closed at 7:58 P.M. Most of the Planning <br />Coninlsslon discussion centered on the Highway <br />Department's recommendation - they were not <br />ready to limit access to two access points until <br />the staff had reviewed it further. Jim Olson, <br />city engineer, noted for the record that Lots 2, 3, <br />and 4 were Just under 4 acres each and that due to <br />the 2-acre zoning requirement they would not be <br />further subdlvldable. The Planning Commission <br />thereafter reconmended approval of the preliminary <br />plat as shown on the drawings dated 2-9-78, subject <br />to septic system testing prior to final plat approval, <br />park dedication fee payment, conservation and flowage <br />easements over the wetlands, and to the 10' additional <br />right-of-way dedication along County Rd. 6 as shown <br />on the preliminary drawings. Motion by Frahm, <br />seconded by Hammerel, Ayes (6), Nays (0), motion <br />carried. <br />Mr. Wlttmer was present. It was noted that a letter <br />had been received from Mr. Wlttmer revising the <br />application. Frahm moved, Hassel seconded approval <br />of the variance contingent upon maintaining the <br />steps and omitting the deck.
