lakeshore setback. The proposed residence is located further back on the property than the <br />previous residence. However, it cannot be moved further back due to the location of the sewer <br />and a sewer easement. Planning Commission should review whether there are any potential view <br />impacts to the northerly adjacent neighbor. <br />Enginccr*s Report: <br />The City Engineer has reviewed the plans. The applicant agrees to the five bullets items in the <br />letter. However, the last item regarding grading along the south lot line did raise a concern with <br />the applicant. It was suggested in the City Engineer's letter it may be necessary to construct a <br />retaining wall along the south lot line to direct flows into the proposed swale and towards the <br />lake. Also, a letter from the property owner to the south regarding grading and drainage was <br />received and presented to the Planning Conunission. The applicant prefers to design the grading <br />and to control drainage on the site with berms and swales rather than a retaining wall. Since the <br />Planning Commission meeting the applicant and the City Engineer met regarding the grading <br />plan. The applicant proposed a berm along the south lot line and a swale. The City Engineer <br />does not have issues with the plan, however a final grading plan shall be submitted for City <br />review prior to the building permit being issued. <br />PLANNING COMMISSION: <br />Planning Commission recommended by a 6 to 0 vote to: <br />Approve application as presented. <br />STAFF RECOMMENDATION: <br />To approve the enclosed resolution with the following condition: <br />A final grading plan be submitted to the City for review prior to the building permit being issued. <br />COUNCIL ACTION REQUESTED: <br />To adopt or amend the enclosed resolution.
