Pha«» I - Gray*# Bay Public Acc#aa and Launch <br />The alternative to Phase I would be to not participate as a financial <br />• partner. The public water access site would develop according to existing <br />regulatory standards. If Minnehaha Creek Watershed District decides not <br />to contribute financially, the District would not be in a position to guide <br />designs of natural shoreline treatments, demonstrate innovative methods <br />of fish and wildlife improvements and more effective ways of managing <br />runoff. This site is on Lake Minnetonka, it is publicly owned, it is visible, it <br />is accessible, and will be well maintained and highly used. There are no <br />land acquisition costs to the District. Therefore, it represents a rare and <br />cost effective opportunity for environmental improvement, demonstration <br />of alternative shore land protection techniques and public education. <br />Phase II - Minnehaha Creek Headwater# <br />The alternative to Phase II would be to not participate as a financial or <br />technical partner. The Headwaters area would be redeveloped according <br />to existing regulatory standards. The boat-launching site would be closed <br />to boats on trailers. The Minnehaha Creek Watershed District would not <br />be in a position to guide designs of natural shoreline treatments. <br />----------demonstrate innovative methods offish and wildlife improvement# and — <br />more effective ways of managing runoff. <br />Since this site incorporates the Headwaters area and the outlet of Lake <br />Minnetonka, it is a location of unique importance and responsibility to the <br />Minnehaha Creek Watershed District. There are significant operation, <br />maintenance, safety and aesthetic issues associated with infrastructure <br />owned by the District that could be directly addressed and financed by <br />Minnehaha Creek Watershed District in the redevelopment. Also, this site <br />is on Lake Minnetonka, a visible public access, will be well maintained and <br />highly used. Therefore it represents an opportunity for demonstration and <br />public education that involves both Lake Minnetonka and Minnehaha <br />Creek. <br />Phase III - Gray’# BayfWayzata Bay Causeway <br />The alternative to Phase III would be* to not participate as a financial or <br />technical partner. The Causeway area and Highway 101 would be <br />upgraded according to existing regulatory standards. The makeshift boat <br />launching area would be closed. The Minnehaha Creek Watershed District <br />would not be in a position to guide designs of natural shorelino treatments, <br />demonstrate innovative methods of fish and wildlife improvements and <br />rrwre effective ways of managing runoff. The Causeway is a primary <br />location for demonstration of soil bioengineering, particularly on the west <br />shore.
