M2-2789/02-2840 <br />December 6,2002 <br />Page 2 <br />2.Th<fCity Engineer has just a few days ago received the drainage calculations, and he and <br />Greg Gappa have done an extensive review of the stormwater management aspects of the <br />proposed development, and have been reviewing this issue with Chris Cunnington, <br />applicant’s engineer. An unresolved issue is that the City is asking for an overland outlet <br />to accommodate back to back superstorm events, rather than relying on culverts which could <br />be plugged and cause potential flooding of walkout levels in this development as well as <br />affecting homes in Willow View, the Middle School, and City offices. An option currently <br />under consideration is creation of an overflow outlet swale to the north between Willow <br />View and the school property. <br />3.The most recently received Plan Sheets have not been completely reviewed by staff due to <br />their submittal just a few days ago, and arc still potentially subject to revision. I would not <br />at this point say that we have a “Final” final set of plans to adopt, although we may be very <br />close, pending any changes that might be needed due to MCWD action. <br />Fees <br />Council reviewed the Developer’s fee proposals on December 5. Council should take final action <br />on each of the fees as noted in the staff memo of December 4. Staff recommends: <br />1.No per-unit reduction of Park Fees, but allow crcdit/rcbatc for construction of the public trails <br />along Willow Drive and Highway 12 (but not for sidewalks). <br />2. <br />3. <br />4. <br />5. <br />No reduction nor calculation method revision for Sewer and Water connection charges. <br />No change to method of SW&DT Fee calculation. <br />Credit allowed for upsizing of water main. <br />Credit allowed for the portion of storm sewer facilities constructed across Outlet D for the <br />sole purpose of serving the properties to the west. ‘ *,4 <br />6.Partial credit for regional pond based on the difference in capacity required for the <br />development and capacity required for regional purposes.
