EXECUTIVE SUMMARY //-22 <br />The following provides a summary of the major conclusions and recommendations that have <br />been developed as a result of the sub area transportation study. The study area is generally <br />bounded on the north by County Road 6 (6 “* Avenue North), on the south by rail uackage, on the <br />east by Willow Drive and on the west by Old Crystal Bay Road. The area to the east does <br />consider some of the property east of Willow Drive while the west boundary does include <br />prope-^ty in the southwest quadrant of the Highway 12/Old Crystal Bay Road intersection. <br />The study specifically addresses the following: <br />Analysis of Six Intersections <br />Analysis of Old Crystal Bay Road from Highway 12 to CSAH 6 (6*** Avenue <br />North) and Kelley Parkway from Old Crystal Bay Road to east of Willow Road. <br />Access analysis for property in the southwest comer of Highway 12 and Old <br />Crystal Bay Road. <br />Site Plan review of Stonebay development. <br />Additionally, the sub area was reviewed with regard to the need for new roadways when/if <br />development/redevelopment opportunities occurred. <br />The key findings and conclusions of the study analyses are listed below. <br />Intersections <br />Due to the projected construction of the new Highway 12 corridor, Wayzata <br />Boulevard (existing Highway 12) volumes will deciease. <br />To improve intersection operations and safety, exclusive right turn lanes are <br />recommended to be constructed on both legs of Willow Drive and OU Crystal <br />Bay Road at the signalized intersections with Wayzata Boulevard. <br />The existing traffic control consisting of stop control on Old Crystal Bay Road at <br />CSAH 6 will continue to be adequate into the year 2015. Safety and operations at <br />that intersection could be improved by the addition of a westbound left turn lane <br />and an eastbound right turn lane on CSAH 6. The Old Crystal Bay Road leg <br />should be widened to provide exclusive left and right turn lanes. <br />The existing volumes at CSAH 6 and Willow Drive presently satisfy peak hour <br />and four hour traffic signal warrants. Request should be made to Hennepin <br />County, to conduct a full warrants analysis and program a signal installation at <br />this intersection. <br />i
