Outlet A: <br />Outlet A is created as an access outlet for a private driveway to serve Lot 1. Access outlets aie <br />required to be a minimum of 30* wide to acconunodate drainage, snow removal and screening <br />without encroaching on neighboring properties. Outlet A is 30’ wide meeting the 30’ requirement. <br />TraUs: <br />The subdivision proposal will go to the Park Conunission on July 29,2002. Greg Gappa, Public <br />Works Director, reviewed this proposed subdivision and concluded a trail is not platuied along Fox <br />Street, even though the Comprehensive Plan does show a trail along Fox Street as part of the trail <br />systeitfplan. <br />City Engineer Comments: <br />Tom Kellogg, City Engineer, has been sent this proposed subdivision. The plans for the subdivision <br />were not received in our office until July 2,2002, so at the time this report was written comments <br />had not yet been received from him. If there are issues or concerns by the engineer they will have to <br />be woriced out prior to going forward to the City Council. <br />Easements and Covenants: <br />1. Standard drainage and utility easements shall be dedicated on the final plat 10’ along the <br />westerly exterior property line. Ten-foot drainage and utility easements along the south and <br />west boundaries. A drainage and utility easement S’ either side of the boundary between <br />Outlot A and Lot 2 shall be granted. <br />2. The delineated wetlands in the north quadrant and southeast quadrant of Lot 1 and northeast <br />quadrant of Lot 2 shall be subject to a protective covenant filed in the chain of title of the <br />affected property, as an advisory to property owner and future owners that said wetland is <br />subject to WCA regulation and/or U.S. Army Corps of Engineers jurisdiction. <br />3. Covenants shall be filed on the chain of title for each lot as an advisory to future property <br />owners that a primary and secondary drainfield site exist on the property and are protected. <br />Staff Recommendation: <br />Staff recommends approval of the preliminary plat subject to the following: <br />1.
