#02-2789 (Revised) Dahlstrom Development LLC <br />August 9,2002 <br />Paged <br />On-Street Parking: If additional parking is desired to serve the residential <br />development, it should be developed within the residential commons <br />of the development, not on Kelley Parkway. However, if Council desires on <br />street parking on Kelley, minimum width should expand to 36* fc/fc, and <br />accommodate parallel parking via striping and signage rather than bumpouts <br />which are difficult for winter maintenance. <br />Turn Lanes : Per Shelley Johnson recommendations. <br />b) Interior road system: <br />Main access : Design should be revised to a normalized standard intersection with <br />maximum median width of 20* to accommodate landscaping and water feature <br />but not impact traffic flows. Increasing median to 30' may be marginally <br />acceptable, SO' is not acceptable. <br />Road Widths: Two-way interior roads: 24' minimum fc/fc <br />One-way interior straight roads: 16' min fc/fc <br />One way curved roads, esp. at roundabout: 18' fc/fc <br />Entry roads to Lofts: 28' fc/fc <br />In General: All curve radii should be reviewed to ensure that moving <br />vans, garbage trucks, firetrucks, etc. are accommodated. <br />Roundabout: Landscaping features that attract pedestrian traftlc should ost be <br />included; the roundabout concept for vehicular traffic is excellent, but <br />adding pedestrians to the mix is not recommended; i.e. omit sidewalks, <br />benches, etc. <br />Parking: No parking on interior streets except at designated bumpout areas. Add <br />parking to West Lane area. <br />SE Access: A connection between the east lane circle loop and Kelley Parkway is <br />not necesszry from a general traffic standpoint; ‘emergency vehicle <br />only’ access would be desirable. <br />c) Trails and Sidewalks: <br />Interior sidewalks : Omit within roundabout. Add as feasible along West Lane. <br />N. side of Kelley Parkway : 6' concrete sidewalk or 8' bituminous trail separated from <br />back of curb by 8' to accommodate deciduous trees and landscaping in <br />boulevard. <br />S. side of Kelley Parkway : Same dimensional parameters as for N. side, except if trail <br />goes on north side then sidewalk should go on south side, or vice-versa. <br />Boundary of Development alone Willow Drive and Highway 12 : 8'bituminous trail, <br />curvilinear along Willow as shown in Revised Concept Plan drawings, <br />continuous along Highway 12 from east boundary of property to west <br />boundary; separation of at least 20' from traveled Highway 12 is desired, <br />which potentiall) piaces trail within property boundaries; connection across <br />stormwater poi.d area may be along Highway 12 or may jog up to and back <br />down from Kelt ^y Parkway along pond perimeter. <br />A
