Task 2 - Location of Wetland Replacement <br />The location of the wetland must be decided upon, which requires an analysis of drainage area and land <br />use, water quality, surrounding vegetation, existing soils, existing water levels, proximity to natural <br />areas, and final rationale for site selection. Much of this has been determined in completion of the initial <br />wetland permit application, but needs to be documented and incorporated into the replacement plan. The <br />remaining hours to complete this task have been included with Final Documentation (Task 9). <br />Task 3 - Determination of Hydrology <br />Jurisdictional wetlands require hydrology to be present as soil saturation to the surface for approximately <br />two weeks within the growing season. To achieve this requirement, examination of hydrology in the <br />mitigation area must demonstrate that sufficient hydrology can be maintained. I1ie type of wetland <br />designed (Type I A) will have seasonal inundation or saturation, but may appear to be dry for much of <br />the year. Determination of hydrology includes calculating water sources and quantity, seasonality of <br />input, control of maximum water level, design of control structures (if needed) to maintain hydrology, <br />maintenance of control structures, and rationale for bottom elevations. This task has not been completed. <br />Task 4 - Soils <br />An evaluation of the soils must be done in conjunction with the mitigation design. Existing soils will be <br />analyzed for permeability, chemistry, and other physical properties. Additional soil borings may be <br />required by the MCWD. The cost for soil borings is not included with this scope. <br />Other soil analysis tasks include estimates of quantity removed and replaced, how the soil will be <br />handled and stored, location of stockpiles, and preparation for planting. This task has not been <br />completed. <br />Task 5 - Vegetation <br />A vegetation planting and maintenance plan will be drafted as part of the replacement plan to create the <br />desired wetland type. Initial analysis will include an examination of existing species in both the <br />surrounding upland areas and adjacent (reference) wetlands. Species will be selected for the wetland and <br />a determination of planting density, location, timing, pretreatment, mulching, and maintenance w ill be <br />completed. This is a critical component of the project and will require the most time to document and <br />design. Portions of this have been completed with the wetland permit application. <br />Task 6 - Erosion Control <br />In conjunction with other portions of the project, a separate erosion control plan will be summarized <br />within the mitigation design. This plan will include placement of BMPs, materials list, timing of <br />controls, and other required erosion control structures. Some of this has or will be completed with the <br />erosion control plan for the greater project, but will need to be summarized and most likely added to the <br />erosion control plan for the mitigation area. <br />Task 7 - Grading Plan and Construction <br />A final grading plan identifying the final size of the wetland and any buffer areas will need to be
