Parks, Open Space aad Trail Plan <br />ROLE OF THE PARK COMMISSION <br />The Orono Park Commissioa is an advisory body appointed by the City <br />Council to make recommendations about park, open space and issues. <br />The Park Commission’s mandate as set forth in Municipal Code Section <br />2.S2 is to “study and consider the continuing needs of the City for parks <br />and recreation areas and fuilities of all kinds, including, but not limited to, <br />problems involving public use of Lake Mirmetonka and other lakes in the <br />City, and portions of its shorelines”. <br />The Park Cotiunission’s role in park planning is to continuously evaluate <br />park, open space and trail facilities and community needs. This ongoing <br />evaluation process will allow for identifleation and prioritization of <br />improvements. The Park Commission will take into account such factors <br />as population growth, demographic changes, levels of facility use, health <br />and s^ety factors, condition of facilities, special populations, adjacent land <br />use compatibility, life cycle recreation, and satisfaction of community <br />needs. <br />In its ongoing park system review and evaluation process, the Park <br />Commission will remain sensitive to local needs, changing circumstances, <br />and limitations on resources, while encouraging a sense of community by <br />improvement and maintenance of neighborhood parks. The continuing <br />review and evaluation process will address the following general areas: <br />a. <br />b. <br />c. <br />e. <br />f <br />g- <br />h. <br />Guidance from the City Council. <br />Park usage and needs, including a periodic (10 year cycle) <br />community-wide survey to determine if conununity needs <br />are being met. <br />Existing park and facilities conditions and maintenance, <br />including equipment upgrade and replacement. <br />Establishment of a lS*year cycle for the review, upgrade <br />and improvement of neighborhood parks. <br />Park facility design compliance with Americans with <br />Disabilities Act (ADA) standards, striving for accessibility <br />for persons with disabilities. <br />Landscaping of parks and open spaces. <br />Identification and procurement of additional parklcnd for <br />either passive or active recreation needs. <br />Parks budget and frmding options. <br />Consistency with this PlaiL <br />City of OroBO CoaiBUBity MaBagcncat Pisa <br />Sepitaber 3M9 <br />Pagt4E-f <br />1 <br />i
