OPEN SPACE AND TRAIL ACTION PLAN <br />Capital Impravcmtat Plaa <br />The City b punuing an active program for park and open space <br />improvemenb. Until the mid-1970s, veiy few city facilities were <br />developed to any degree of improvement Major improvemenb have since <br />been completed at Antoine, Bederwood, Crystal Bay and Hackbeny Parks <br />as well as others; French Creek Preserve and Saga Hill Park have been <br />acquired and improved for passive recreational use; and a few key bike- <br />hike trail segmenb have been completed. <br />The 1994 Residential Survey helped establish a direction for future park <br />acquisitions and improvemenb. The major focus of the Parks, Open Space <br />and Trail Plan will be on the protection of passive recreation amenities <br />such as wetlands, woodlands and other private open space, on the <br />acquisition of selected additional open space parceb, and on the physical <br />improvement of the existing public park facilities and expansion of the <br />existing trail system. <br />In order to assist In determining a prioritization for capital <br />improvement expenditures, the City will develop a 3 to 5 year Parks <br />Capital Improvement Plan which will be reviewed and updated <br />annually. This Parks CIP will address as a minimum the following <br />activities which constitute Orono’s “Paries, Open Space and Trail Action <br />Plan”: <br />1. Obtain an agreement for the acquisition of the renuuning residential <br />lot within Hackbeny Park. <br />2. Identify for preservation/acquisition areas with unique natural <br />features and wildlife hahibb that will make a substantial <br />contribution toward preserving Orono’s natural open rural <br />character. <br />3. Identify future locations for neighborhood parks in advance of <br />development so that they can be included in subdivbion plans, and <br />the City can obtain land through the park dedication requirement. <br />4. Plan for a neighborhood park for the area in the area of Highway 12 <br />and Old Crystal Bay Road <br />5. Plan for an underpass at County Road 6 and Old Crystal Bay Road <br />for the Old Crystal Bay Road trail. <br />City efOrooo Commaalty MaBagcncat Plaa Pagc4E-16
