Sec. \A-37 (1) “Fixing rates <br />and charges for public utilities ' <br />- Added language <br />Language added: “No rate or charge involving an increase shall <br />become effective until approved by the council, unless the <br />Council has delegated its rate-setting authority’ to another <br />authority." <br />9. Sec. 14-110 "Billing, payment <br />arid delinquency ” - Changed to <br />reflect current policies <br />Utilities become delinquent after 30 days rather than 45 days; <br />penalty is 8% rather than 15 %; dates changed from "September <br />30 ” to "September I" and from "between October 1 and 10 ” to <br />"on or before December 1 ” <br />10. Chapter 18 "Streets, Sidewalks <br />and Other Public Places ” - <br />Changes to the following <br />sections: <br />ScC. 18-1 “Definitions - <br />Changes made to “comer ”, <br />‘‘private road ” and “public <br />road ”. <br />- Added to "corner^ the following: “or the edges of the street <br />pavement or shoulders. ” <br />- Changed the first sentence of the definition of "private road ’ <br />to read as follows: "Private road means the entire area <br />.dedicated to private use or contained in a plat, ur. ease::::::!, <br />or other conveyance, grant or by adverse possession and <br />!%•.# f.*..-1 e m. <br />sidewalks, trails, and other property between lateral property <br />lines in which a private roadway lies. " <br />Sec. \%-79 ““Authority of <br />public services director ” <br />- Avoided delegation of power problems by adding that the <br />standard for the rules will be preserving the public safety and <br />public and private property. <br />Sec 18-109 ““Issuance "- Added language providing that there is no appeal from the <br />decision of the public services director regarding permits for <br />driveways, curb cuts, etc. <br />Sec 18-138 (b) <br />"Maintenance and removal” <br />Altered so public services director ’s decision regarding <br />removal of driveway approvals, etc. is not appealable.
