Summary of Changes to the 1984 Orono City Code <br />July 16,2003 <br />Page 4 <br />1 1 .Sec. 22-89 "Unlawful Acts" - <br />Change hours <br />Refers to hours that swimming beaches may not be used. Hours <br />changed from “8:30 p.m. and 8:30 a.m.” to "8:00 p.m. and 10:00 <br />am." <br />12. Chapter 22-95 "Parks and <br />Recreation" - Added language <br />regarding service dogs <br />Allows service dogs to accompany certain disabled persons in <br />public places per Minn. Stat. <br />13. Sec. 26-34 -Added "Moral <br />Character " <br />Provides standard for determination of moral character. <br />14. Chapter 34 "Alcoholic <br />Beverages " Totally redrafted <br />Conforms to State Statutes Chapter 340A <br />15. Sec. 46-31 "Fire Prevention <br />and Protection"- Add definition <br />of Fire marshal <br />Definition: "Fire marshal means the person appointed by the <br />council to administer and enforce the state fire code, and who <br />operates under the direction of the building official. ” <br />1 6. Chapter 54 “Solid H'aste <br />Added to Sec. 54-32 ‘Storage" <br />item (e) <br />Language added: “All refuse and garbage deposited in containers <br />for pickup must be kept behind the yard setback line as for the <br />district in which the property is located. Refuse must be <br />deposited at one place, at ground level, on each property. Refuse <br />containers must be returned and placed behind the yard setback <br />line by the owner or tenant on the same day that the garbage or <br />refuse is collected, i nv intent of this section to allow oniy on the <br />prior evening and the day of collection the garbage or refuse <br />container to be in front of the yard setback line." <br />17. Stat. <br />169.21 . The designation of specific crosswalks is not of a <br />general and permanent nature and will be saved from repeal <br />in new code Section 1-12(15). <br />- Avoided delegation of pow er problems by changing the <br />necessary or desirable standard to "necessary or desirable to <br />preserve public safety and the orderly movement of traffic.
