Bonestroo Rosene Anderlik - St. Paul, MN - (651)636'*1311
Based on the warrant analyses, all-way stop sign control could be implemented at this
intersection now. By meeting the peak hour traffic signal warrant with the BRAA turning
movement volumes, a traffic signal may be justified at this location. Furthermore, several
warrants are close to being satisfied using either set of volumes. This suggests the intorsecfion
may justify a traffic signal baaed on several warrants in the near future.
Crash data can be used to satisfy one traffic signal warrant and one all-way stqi control warrant.
Both require 5 or more correctable crashes within a 12-month period (The traffic signal warrant
also requires minimum volumes). Correctable crashes are those that would likely be prevented
widi the new intersection control, such as a right angle crash. From January 1 to December 31,
2002, Mn/DOT recorded 4 crashes at this Intersection. Three of these crashes would likely be
correctable with either signal or all-way stop sign control. However, this does not satisfy the
crash ejqierience warrant. The full warrant analyses are provided in the appendix of this report
Besides a traffic control change, turning lanes could be added to the intersection of CSAH 6 and
Willow Drive to improve the capacity. Based iqran the existing condition and volumes, the most
benefit would likely be gained by providing one left turn lane, one through lane, and one right
turn lane for the eastbound and westbound aiq|)toacbes on CSAH 6. Willow Drive would also
benefit firom providing one left turn lane, one through lane, and one right turn lane on the
northbound and southbound approaches to the intersection.
To fully examine the possible benefits from the additional lanes and/or a traffic control change,
the intersection was re-analyzed with each feature during the a.m. and p.m. peak hours. Table 3
shows the results of the new capacity analyses during the a.m. peak hour. Table 4 shows the
results during the p.m. peak hour. As before, the 95" percentile queue lengths are also (wesented
with the level of service results.
CSAH 6 & Willow Dr Intersectioo Review City of OroQO
.4 .
