Exceeding the averages could indicate a problem at the <br />intersection. <br />Sight Distance <br />According the Mn/DOT road design manual, a passenger vehicle stopped on Willow Drive <br />should be provided with 1,450 feet of sight distance to the east and to the west along CSAH 6. A <br />profile of CSAH 6, based on the topography for the intersection area, was used to determine the <br />existing sight distance. To the west, the si^t distance exceeds 1500 feet and meets the Mn/DOT <br />standard. To the east on CSAH 6, the sight distance is approximately 750 feet, well short of the <br />desired distance. <br />Based upon the CSAH 6 profile and Mn/IX)T design standards, the sight distance to the east <br />could be a potential problem for stopped vehicles on Willow Drive. <br />Potential Intersection Improvements <br />As identified in the previous section, the intersection of CSAH 6 and Willow Drive has three <br />potential problems: <br />• Higher than average crash experience <br />• Less than standard sight distance to the east for stopped vehicles on Willow Drive <br />• 95'*' percentile queue length beginning to encroach on the previous intersection of Willow <br />Drive and Sbadowood Drive <br />In addition, the p.m. peak hour capacity analysis shows the northbound and southbound <br />approaches are close to falling into level of service E, which would be an unacceptable <br />condition. Based on these potential problems, this intersection could benefit firom both capacity <br />.md safely improvements. <br />Capacity Improvements <br />The capacity of the intersection could be improved through a different type of control and/or <br />additional turning lanes on any or all approaches. To employ a different traffic control device, <br />the traffic volumes at the intersection must meet certain thresholds, or warrants. Mn/DOT uses <br />these warrants to provide the minimum guidelines for installation of either all-way stop control <br />or traffic signal control. There are eight warrants for traffic signals and four warrants for all-way <br />stop sign control. <br />The vehicular volume warrants fur a traffic signal and all-way stop were first examined using the <br />approach counts from Hennepin County. Under existing conditions, these volumes do cot satisfy <br />the criteria for traffic signal warrants, but do satisfy the criteria for all-way stop control.
