Bonestroo Rosene Anderlik - St. Paul, MN - (651)636-1311
with major delays and congestion in the intersection. Level of service D is usually considered
acceptable by most agencies. Table 1 shows the results of the capacity analysis for each
approach direction. In addition to the level of service, the capacity analysis also provides the
9S"' percentile queue lengths for each approach. The 95 percentile queue length is the distance at
which 95 percent of the queues will be at or below under these conditions.
Table!
Level of Service Results and 95'*' Percentile Queue Lengths Under Existing Conditions
Eastbound Westbound Northbound Southboxmd
Approach Approach Approach Approach
AM Peak Hour
Level of Service A A C D
95 %ile Queue Length ~35 Feet -42 Feet ~144 Feet -237 Feet
PM Peak Hour
Level of Service A A D D
95 %ile Queue Length ~32 Feet ~48 Feet -183 Feet -197 Feet
As shown in the table, the level of service results under existing conditions are acceptable during
both the a.m. and p.m. peak hours. It should be noted that the northbound and southbound
approaches are at the edge of level of service E. The 95'*' percentile queue lengths for the
northbound and southbound approaches equate to 7 -10 vehicles. The northbound queue is
starting to encroach upon the intersection of Willow View and Shadowood Drive and could
become a problem in the future as traffic volumes continue to increase.
Crash Experience
Crash data for the past three years (January 1,2000 to December 31,2002) was obtained from
the Minnesota Department of Transportation (Mn/DOT). During this time, Mn/DOT recorded
18 total crashes at the intersection of CSAH 6 and Willow Drive. Of these, 1 was a fatal crash
and 8 were injury crashes. Using standard formulas, the number of crashes was translated into a
crash rate, severity rate, and crash density. Table 2 below shows the rates as well as the metro
and statewide averages for this type of intersection.
Table 2
Crash Information for a Rural, Two-Way Stop Intersection
Crash Rate
(per million veh)
Severity Rate
(per million veh)
Crash Density
(tt per year)
CSAH 6 & Willow Drive 1.71 5.14 6.0
Metro Average 0.30 0.60 1.1
Statewide Average 0.40 1.00 0.7
CSAH 6 A WUlow Dr Intersection Review CityofOroao
k .
i ,
1
