Boxrud, PE <br />March 13,2003 <br />Alternative Trunk Water System Design <br />SEH No. A-LONGL0003.00 <br />Background <br />At the February 4, 2003 City Council Workshop, we discussed the need for the City of Long <br />Lake to construct additional elevated water storage to provide better fire fiow. This <br />recommendation was based on the results of our study as reported in our September 2000 <br />“Replacement of Sanitary Sewer and Water Facilities in Proposed Trunk Highway 12 Corridor <br />Report on Feasibility.” We suggested that the cost to construct a new 400,000 gallon elevated <br />tank including pilings, overhead expenses and removal of the existing water tower along Willow <br />Drive would be upwards of $965,000. Other trunk water main improvements, including <br />interconnects with Orono, would also be needed in the future. The City Council suggested that <br />we explore alternative means of meeting the City ’s fire flow demand. If an alternative could be <br />designed that avoided the need to construct additional elevated storage, the existing 200,000 <br />gallon water tower along Willow Drive could be rehabilitated instead of replaced. <br />During the discussion it was recognized that the water system interconnects with the City of <br />Orono as recommended in the study should be explored for immediate attention. They will <br />ultimately be needed whether the city constructs a new elevated tank or rehabilitates the existing <br />one. If the city rehabilitates the existing water tower, the interconnections will be critical when <br />the tower is out of service during rehabilitation. <br />Analysis <br />Subsequent to the February 4 City Council meeting, we have explored alternative means of <br />bolstering the available fire flow without construction of a new elevated tank. Alternatives <br />considered must be balanced against the exposure to risk. We have arrived at a reasonable <br />alternative. This memorandum will provide a complete overview of short term and long term <br />water system improvement needs, not just those discussed at the February 4 workshop. <br />Like the 2000 study, it is proposed to meet the fire flow demand by considering the Long Lake <br />and Orono systems as one merged system during a fire.
