Additional interconnections w ill also provide <br />greater flexibility for other emergencies such as watermain breaks. With the additional <br />interconnections, it will be possible to reduce service disruptions from watermain breaks. <br />The two new interconnections arc located at Brimhall Avenue and Virginia Avenue. The Brimhall <br />Avenue connection will require jacking a pipe crossing under Highway 12. At the Virginia avenue <br />crossing both cities have watermain on the north side of the highway, which reduces the cost for this <br />interconnection. <br />There are currently two contractors working in the City of Long Lake on the Highway 12 utility <br />relocation projects, and the plan is to negotiate a Change Order to the utility construction contract <br />w ith one of the utility project contractors. 1 his will allow for a faster time line to complete the <br />interconnection project and eliminate the costs associated with advertising for bids for the watermain <br />interconnection project. The amount of this change order will be well w ithin the 25% acceptable <br />limits for contract change orders. Council approval w ill be required to approx e the contract change <br />order. At this time we are requesting conceptual approval to begin work on this project. At their <br />March 18"* meeting, the Long I.ake Council also authorized city staff to begin preliminary work on <br />this interconnection project <br />Orono Industrial Park Water System <br />The industrial park is currently serv ed by tw o dead end 8" watermains that cross under highway 12, <br />These highway watermain crossings were installed in 1967 and are not in casings, which means a <br />watermain break under the road would require closing the road for repair. With the heavy traffic <br />volume on Highway 12, this repair work would be very difficult to complete without causing a <br />major traffic disruption. These two stubs to the industrial park are connected to an 8" watermain <br />along the north edge of Highway 12. This watermain was also installed in 1967, and we have had <br />several watermain breaks on this line. Repair of these breaks is difTicult because of the heavy traffic <br />on the highway. Also, the recent safety improvements project widened the highway resulting in the <br />watermain being closer to the traffic lanes and in the turn lanes. <br />The two stubs to the industrial park are also not interconnected. One stub serves Morries Imports, <br />the former Washington Scientific Industries building, and the other stub serves the other buildings <br />and the two houses at the Old Crystal Bay Road intersection. If cither one of these stubs breaks, <br />buildings would be without water service until the break is repaired which would most likely be <br />overnight, so as not to cause a major traffic jam on .lighvvay 12. We are recommending that two <br />stubs be interconnected on the south side of Highway 12. This interconnection would allow for <br />continued water serv ice to the industrial park should one of the stubs break. A preliminaiy estimated <br />cost for this interconnection is $25,000. This is a high priority project, and we are requesting <br />authorization to move forward on this project. W’e will evaluate the best possible method for <br />completion of this project. Council approval will be obtained after the contractor has been selected <br />and final costs determined. <br />Page 2 of 3
