Gappa <br />Title Director of Public Services <br />Administrator Reviewed: Agenda Section: <br />Public Services Director's Report <br />Item Description: Accept Quotation for TrafTic Signal Revisions Willo\v/TH Intersection <br />We are working on a State Aid-funded project to add IcO turn arrows to both the northbound and <br />southbound Willow Drive approaches to the Willow Drivc/Tll 12 traffic signal. There are existing <br />left turn arrows on both Highway 12 approaches to this signal. This is a very busy intersection and <br />there arc peak hour traffic queues for left turning vehicles on the Willow Drive approaches to this <br />intersection. This condition will worsen with the new Stone Bay development project, and the new <br />Highway 12 project will also impact this intersection as the number of railroad crossings will be <br />limited to only two during project con.struction. A project to add a northbound left turn arrow to the <br />Old Cr>'stal Bay Road/TH 12 intersection is also planned for this summer. <br />Both of these projects will aI.so include changing the existing incandescent signal bulbs to LED <br />bulbs. The LF.D bulbs have an eight to ten year life in comparison to a two-year life for the <br />incandescent bulbs. This will result in both an increase in safety at the signals and reduced costs for <br />changing light bulbs. The LED bulbs are also more efficient with a payback of about three years <br />from reduced costs for electricity. Cities arc responsible for the electric costs on traffic signals. <br />The Willow Drive signal currently has an Emergency Vehicle Preemption (EVP) system. An EVP <br />system \N ill be added to the Old Crystal Bay Road Signal, and the new Brown Road signal w ill also <br />have an EVP system. <br />Plans and specifications have been completed, and we have sent a Request for Quotations to three <br />contractors that specialize in traffic signal projects. The estimated construction cost for this project <br />is less than $50,000, so the solicitation of quotations is an acceptable method to select a contractor <br />to complete this project. Quotations were received at 11:00 a.m. today from three traffic signal <br />contractors. The lowest responsible quotation was received from Ridgedalc Electric Inc., Long Lake <br />in the amount of $9,200. and we are recommending acceptance of this quotation. <br />COUNCIL ACTION REQUESTED <br />Motion to accept the quotation in the amount $9,200 from Ridgedalc Electric, Long Lake. Minnesota <br />for completion of the Willow Drived H 12 Traffic Signal Revisions Project and approval ofa budget <br />adjustment for the Y'car 2003 State Aid Construction Fund to reflect this expen /.ure.
