History: <br />The lot was created in 1974. The original house was built in 1977 meeting the 1 acre setback <br />standards still in effect today. Since this time, there have been a number of variances on the lot. <br />In 1986 (Zoning File #1023), a variance was granted to increase hardcover as a result of a room <br />addition, from 26.8% to 27.1% where 25% is permitted. <br />In 1990 (Zoning File #1523), the hardcover was reviewed again when a kitchen addition was <br />proposed and it was found that hardcover had been added since the previous application. The <br />hardcover increased to 28.4% as a result of additional rock on plastic, permeable fabric and a <br />screened gazebo. <br />In 1996 (Zoning File #2173), an after-the-fact structure to structure setback variance for »he <br />gazebo and reduction in hardcover to 24.3% was required before the property was sold to a new <br />owner. <br />Historically, the hardcover calculations on these applications were calculated by City staff. When <br />the applicant talked to staff in late 2002 about building a deck, the Building Inspector roughly <br />calculated hardcover numbers to make sure that the deck would be permitted. For the proposed <br />garage addition, hardcover calculations from a surveyor were request'*d to ensure that the <br />calculations were accurate. <br />Hardship: <br />The applicants have included their statement of hardship in Exhibit D. The applicants should also <br />be asked for their testimony regarding this issue. <br />Issues for Consideration: <br />1. A detached garage could be built 10’ from Shadywood Road without a setback variance; <br />2. Is an extension of the principal structure for an additional garage more aesthetically <br />pleasing than a detached garage in this location, given the level of screening and the <br />orientation? <br />3. The proposed addition wall not obstruct the views of neighboring property owners; <br />4. A 6’ fence is located along County Road 19 (Shad\-\vood Road), blocking views of the <br />side of the house w here the proposed garage addition is located; <br />5. The hardcover and structure calculations take into account a proposed 603 s.f. deck and <br />330 s.f garage addition; <br />6. fhe driveway on the property is shared with a neighbor and not included in hardcover <br />calculations; and <br />7.
