Discussion: <br />Setbacks <br />I he front lot line of the property is defined by the OHWL of .'^ake Minnetonka and the rear lot <br />line is that opposite the front. Tl’oreforc, the applicant is proposinc to enlarge the existing <br />structure into the side yard adjacent to street setback, abutting Shadv^vood Road. A 35 ’ setback <br />is required for all principal structures from the side yard adjacent to street lot line. I'he house is <br />currently located 35 ’ from the property line. The proposed garage addition is 20.1’ from the side <br />street lot line. <br />The applicant has suggested that a detached garage could be located 10' from the lot line in this <br />location witliout variance approval but believes that it would be more appealing to add onto the <br />e.xisting structure. Detached garages of less than 750 s.f are permitted 10’ from side and rear lot <br />lines. Therefore, it is possible to locate a 15 ’ wide, one stall garage 10’ from the side lot line and <br />still maintain a 10’ separation from the principal structure. <br />Hardcover <br />0-73 ’ Sethark Zone <br />Within 75 ’ of the OHWL of Lake Minnetonka, there is 101 s.f. (0.64%) of hardcover, consisting <br />of block stepping stones, which provide access to the lake, and a rock border. <br />75 '-250 'Setback Zone <br />There is 6,066 s.f. (21.82%) of hardcover existing within the 75 ’-250* setback zone on the lot. In <br />late 2002. the applicant discussed building a 603 s.f deck addition on the house with the <br />Building Inspector. The deck has not been constructed to date but the applicant would like the <br />square footage included in the hardcover and structure calculations to ensure that it can be <br />constructed. With the deck, the hardcover increases to 6,669 s.f (23.99%). <br />With this application, a 330 s.f (15' x 22 ’) garage addition, with driveway to serve the extra <br />garage stall, is proposed as well as remov al of a portion of the existing paved turn-around. The <br />driveway area is reduced by 75 s.f as a result of the proposed removals and additions. The <br />additional garage space and changes in driveway area (also including the proposed deck) results <br />in 6,924 s.f (24.9 11o) of hardcover. 1 here is also a shared driveway on the property (1,800 s.f) <br />which is not included in the hardcover calculations per City policy. <br />Although the survev (completed while there was snow cover) does not identify any landscaping <br />underl.-»in by plastic or fabric, the Building Inspector has stated that there was approximately 700 <br />s.f. existing on the lot late la.st year. If this type of hardcover exists on the property today, <br />complete removal will be required. <br />Structura l Coverage <br />lip to 15% of the lot area or 6,540 s.f is permitted for structural cov erage on the lot. Currently, <br />there exists 3.642 s.f (8.35^o) of structure. With the proposed deck, the structure increases by <br />603 s.f. to 4.245 s.f. (9,74%).
