Application Summary: <br />The applicant requests variances to construct a 125 s.f. driveway and pad, SO’ from Long Lake <br />Creek (a tributary stream) where no hardcover within 75’ is permitted or grading, filling or <br />excavating of more than 10 cubic yards is permitted, to serve as the access to a future home. <br />The applicant proposes a driveway pad of 125 s.f., located 15’ south of the comer property stake <br />on the north property line and 50’ from the centerline of Long Lake Creek. Approximately <br />20,120 s.f. of the lot is located within 75’ of tlie center line of Long Lake Creek. The proposed <br />driveway pad constitutes 0.62% of hardcover where none is allowed. <br />The driveway pad will require a 15’ culvert running beneath it, draining towards the creek. <br />Creation of the driveway will require grading and filling of land, exceeding 10 cubic yards. At <br />this time, the applicant has not determined the amount of land that will require grading or filling. <br />The applicant expects that there will be minimal disturbance to the land, using existing earth to <br />the west of the proposed driveway pad to fill. However, to create a 25’ x 25’ driveway pad. more <br />than 10 cubic yards would be required. <br />Discussion: <br />The applicant is in the process of trying to sell the property and felt that he would have greater <br />success if the potential buyers knew how the property could be accessed off of the existing <br />driveway (Tract E), accessing Sixth Avenue N. The applicant has an easement over Tract E. <br />permitting the construction of a driveway within it. <br />The Public Works Director met with the applicant to detemiine the best location for a driveway, <br />given the short amount of frontage on Tract E. It was determined that, given the short distance to <br />Sixth Avenue N, the access should be located as far north as possible, no closer than 26’ south of <br />the corner property stake on the north property line. For safety reasons, access to a property <br />should not be created too close to an intersection. Also, since Sixth Avenue N does not ha\e a <br />right turn lane at Tract E, traffic may be moving at higher speeds when turning, creating <br />dangerous situations for other movements close to the intersection. <br />The location of the driveway on the property (to a potential building site) can not be determined <br />until the applicant has properly identified locations for primary and secondary septic sites on the <br />property. It is presumed that the septic sites will be located in the southeast portion site, since this <br />is the flattest area. Therefore, the likely location of a drivew ay would run along the tree line on <br />the northern portion of the property, moving to the south the farther west it is located. <br />Other Comments: <br />City Engineer <br />The City Engineer has reviewed the proposed plan and agrees to the proposed access placement <br />to the property.
