*04*2974 SiMttajr Mirkctplict <br />Mtrtlit2.2004 <br />PagtJ <br />Sumnury of Issues to Address <br />Hi tuere sset of parameten within which the Planning Commission would conclude that the Comp Plan <br />amendment converting from office to retail uses, is appropnate? <br />- Does the Planning Commission support the concept of the conversion to retail uses to provide <br />the elements necessary to complete a self-contained, mixed-use neighborhood? <br />If so. the Planning Commission could provide conceptual approval of the Comp Plan amendment, subject <br />to detailing a set of development parameters that would ensure the site it developed in a way that does <br />provide the elements necessary complete a self-contained mixed-use neighborhood. <br />• Does Planning Commission conclude that the Comprehensive Plan Amendment is appropriate <br />as presented, with the proposed conversion to primarily retail uses? If not, what aspects of it are <br />inappropriate? What, if anything, might be changed to make it acceptable? <br />• Does Planning Commission agree with the concepts and development parameters described <br />in the March 1 letter? Should any of those concepu be modified, strengthened or changed? <br />• Regarding the proposed rezoning to B6-PUD, in addition to the list of allowed permitted uses <br />and conditional uses reviewed and refined on February 18, are there any additional specific <br />parameters that need to be addressed? <br />Recommended Action <br />Staff recommends that Planning Commission do the following at your March IS meeting: <br />1. Discuss and make a recomroendatioa to Council as to whether the CMP should be amended to <br />re-guide the site from primarily office to primarily retail uses. <br />2. If you recommend in favor of the amendment, you should also do the following: <br />a) Review and confirm the list of allowed uses you determined are appropriate for this <br />property; and <br />b) Review carefully the doelopment goals and parameters laid out in the staff letter of <br />March 1 and confirm whether these are conditions that should be incorporated into the <br />text of a CMP amendmenL <br />Your recommendations will be forwarded to the City Council on March 22 for review and possible action.
