Development of Roadway/Traffic Concept Plan <br />The purpose of this task is to develop a roadway/traffic concept plan that incorporates the <br />access, trails, sidewalks, and boulevard space required to meet the land use aesthetic <br />vision for the corridor while meeting the critical County design criteria. <br />a. <br />b. <br />c. <br />d. <br />e. <br />f. <br />Review traffic forecasts and county access management plan to understand <br />the counties vision for the corridor. <br />Review the cities priority lists, land use and access plans, and vision for the <br />corridor. <br />Identify access options and develop access plan to serve cunent and future <br />land uses along TH 12. <br />Prepare an initial roadway layout showing proposed typical cross-section and <br />access points that incorporates cities desires and meets critical County design <br />criteria. <br />Meet with City Turnback Committee. City staff, Hennepin County and <br />MnDOT and refine roadway layout as appropriate to address issues and <br />concerns raised by various groups. <br />Prepare preliminary cost estimates for different project elements and identify <br />potential funding sources for each element. <br />Deliverable: Approved Roadway/Traffic Concept Plan Along with Preliminary <br />Cost Estimates <br />6. Provide On-Going Guidance and Advocacy in Working w ith Hennepin County <br />and MnDOT on the follow ing: <br />The purpose of this task is to get Hermepin County and MnDOT to favorably consider the <br />cities’ plans for the corridor and assist in funding to the greatest extent feasible. This will <br />be accomplished by presenting information developed in this study to MnDOT and <br />Hcmicpin County. WSB and HKGi will also provide advice and recommendations to the <br />cities regarding other effective lobbying opportunities during the process. <br />Deliverable: Advice and recommendations on plan elements and funding sources. <br />7.
