1. Data Collection <br />1 <br />It is our understanding that most of the data that would be required for the project is <br />available from the cities, Hennepin County or Mri/'DOT in GIS and/or CAD formats. <br />Data that would be required include the following: <br />MnDOT Traffic forecasts and documentation including existing traffic counts <br />(We will need forecast turning movements at signalized intersections) <br />Hennepin County ’s Access Management Plan <br />City’s Priority List of Features and Access Needs <br />Memorandum of Understanding/Tumback Agreement <br />TH 12 Plans - General Layout <br />City Comprehensive Plans <br />Long Lake Downtown Master Plan <br />Current Aerial Photo of the Corridor <br />Topographic Map of the Study Area with minimum 2 foot contours <br />Deliverable: Summarv of Existing Conditions and Goals and Objectives <br />2. Best Practices <br />Assist the Cities in identifying best practices in the areas of corridor planning and <br />turnback process. The purpose of this task is to identify what has worked and what <br />hasn ’t in the area of downtown redevelopment and turnback projects. WSB and HKGi <br />will identify other similar projects that have been implemented over the last 10 years and <br />the key feature' of those projects that arc relevant to the TH 12 Turnback project. <br />Specific projects that will be considered include but are not limited to Shakopce TH 169 <br />turnback, Cambridge, TH 3 in Rosemount, and TH 96 in Ramsey County. Specific items <br />that will be documented arc project improvements (number of lanes, access, etc.), project <br />amenities provided, project costs and funding (broken down by elements), agency <br />receiving jurisdiction over road, impact on existing development (what businesses <br />succeeded and what businesses moved), redevelopment that occurred and why, things <br />that worked out very well and things the city would have done differently, WSB and <br />HKGi will work with the Cities of Long Lake and Orono to identify other items relative <br />to these projects lliat are of interest to the cities. <br />Deliverable: Summary of elements of other similar projects <br />3. Review MnDOT traffic projections and challenge assumptions as appropriate <br />Tlie purpose of this task is to review the basis for MuDOT’s traffic projections for old Til <br />12 and determine if the traffic projections are appropriate as well as what measures can <br />be taken to keep tlirough traffic volumes on old TH 12 from increasing. The traffic <br />forecasts will be modified if appropriate and used to determine the type of facility needed <br />on old TH 12. The review will include consideration of other routes such as CSAH 6 that <br />are a potential alternative to TH 12.
