EXHIBIT <br />CMP Part 3B. Land Use Plan <br />13. Future development must enhance the community. Land <br />development should respect and enhance neighboring <br />properties and existing developed character of the <br />neighborhood and the City, preserving the value of the land <br />and the integrity, stability and beauty of the community. <br />14. Future development must enhance the environment. Land <br />development should respect and enhance the unique natural <br />features of the site and the general environmental assets of the <br />community. Preservation of natural views, vegetation, <br />drainage and general respect for unique site features always <br />produces more aesthetic results and lasting value for the <br />property owner and the community than does who'esale <br />alteration of the landscape or mathematical division to the <br />highest possible density. <br />IS. Physical improvements required to accommodate new <br />development must be provided by the developer. <br />Whenever required, improvements must be provided by the <br />developer. Because the City has limited staff and limited <br />bonding potential, physical improvements such as roads, <br />drainage and utilities required to accommodate new <br />subdivisions or development should be designed, financed <br />and installed directly by the benefited developer as a <br />precondition to increased land use density. In addition, this <br />philosophy includes developer responsibility for special fire <br />protection equipment or dcvic'.’s in the case of unusual land <br />uses or building configurations, and/or special security <br />services in the case of unusual public safety situ.it ions. <br />16. All phy.sical improvements must ''oni’oim to city <br />standards. Physical improvcinenls related to health, safety or <br />community systems such as roads, p.ath vays, drainage or <br />utility systems will be designed, located and constructed to <br />uniform. City-established standards to ensure proper <br />functioning and compatibility with overall City plans. <br />17. Developers must dedicate lands required for public use. <br />Land subdivision or any development that results in increased <br />land use density, and hence increased demand for numicipal <br />services, will Ijc expected to include public dedication of <br />lands necessary foi additional road rights cf way, parks, <br />playgrounds, open space, ponds or storm water holding areas <br />whenever such facilities kre diicctly used by the subdivided <br />land or required by such density increase.
