CMP Part 3B. Land Use Flan <br />If the individual development's density increase or impact is <br />relatively small, or the layout is not conducive to public land <br />dedication, then in lieu of lands the developer may be required to <br />contribute funds for the municipal purchase of such lands or the <br />improvement of such facil ties proportionate to the cumulative <br />effect of such density increase from multiple small developments. <br />ts.No land will be developed unless Us location and characteristics <br />arc suitable for the proposed use in accordance with this plan. <br />Land to be developed must be of such size, character and location <br />that it can be safely used for the intended purpose without danger to <br />health, without peril from fire, flood or other occurrence and <br />without undue impact upon neighboring propciiics. <br />No land will be permitted to be subdivided or built upon which is <br />held unsuitable by the City for the proposed use because of flood <br />hazards, inadequate drainage, soil formations with severe <br />limitations for development, severe erosion potential, unfavorable <br />topography, inadequate water s ipply or sewage disposal <br />capabilities, or any other feature likely to be harmful to the health, <br />safety, or welfare of the future residents of the proposed <br />subdivision or of the community. <br />URBAN LAND USL POLICILS <br />1. <br />2. <br />The nnjority of Orono*.s urban area will be reserved for <br />residential land use. Orono's urban residential neighborhoods will <br />provide the oppoilunity for a variety of housing types and price <br />ranges. Many urban residences will be intimately associated with <br />the lake shoreline and will be subject to density restrictions because <br />of sensitive environmental conditions. Medium censity (2-6 units <br />per acre) multi>family residential uses will be limited to locations <br />near existing shopping and transportation services, but will not be <br />appropriate within 1,000 feet ofthc shoreline of Lake Minnetonka. <br />Limited commercial areas will be provided for neighborhood <br />service businesses. The primary function of Orono's commercial <br />areas will be to provide those retail, commercial and service <br />businesses which are directly necessary to serve Orono's urban and <br />rural residents. Commercial development will be limited to areas <br />where full urban services, including municipal sanitary sewer and <br />adequate transportation arc available Commercial development of <br />a regional nature (i.c. "big box" retail) which would increase traffic, <br />particularly on collector streets serving low censity residential <br />development, will be discouraged. <br />EXHIBIT <br />4
