Land Use Plan <br />EXHIBIT <br />7. <br />8. <br />10. <br />11. <br />■¥: 12- <br />1 <br />Lake shorelines will be protected from alteration. <br />Shorcland areas, whether bluff, beach or floodplain, are <br />sensitive environmental features with significant impact on <br />lake water quality, aesthetic values and land use function. <br />These same factors act to draw development which can be <br />destructive if not properly regulated. Natural vegetation in <br />shorcland areas will be preserved insofar as practical and <br />reasonable in order to retard surface runoff and soil erosion, <br />and to utilize excess nutrients. Clear cutting will be <br />prohibited. In areas of soil or wave action erosion, material <br />stone rip rap shoreline protection will be encouraged. <br />Development or alteration of flondplnins will be <br />restricted. Most of the City ’s identified floodplains arc <br />located along the shoreline or wilhm designated marshlands <br />and will be protected by regulations applicable to those arcus. <br />In addition, where floodplains do exist on otherwise dry build <br />able land, construction, filling or alteration will be strictly <br />controlled so as to avoid flow restrictions, to avoid flood level <br />increases on other properties, and to avoid costly flood <br />damage or pollution dangers. <br />Natural resource investigation will be required as part of <br />all development proposals. I his will include topogrupliical <br />information, soil analysis, drainage plans, vegetation plans, <br />erosion control measures and similar site data ielated each <br />project, whether public or private. <br />Orono's land use plan will promote the prc.scrvatinn of <br />open space, light and air. Suificient oocn spaces will be <br />provided in each neighborhood and on each lot to prevent <br />overcrowding and to ensure adequate light, air and recreation <br />for all residents. <br />Private stcwurdsliip of land and resources is preferable to <br />inflexible public control. Private ownership, maintenance <br />and .stewardship of the land, including open space and many <br />types of improvements, is favored over public ownership as <br />being in the best and most bcncfi':ial interests of the property <br />owner and the public, providing for more intimate, responsive <br />and economical land management. <br />All land owners must have equal land use opportunities. <br />No land owner should be denied the right to develop liis land <br />by any staged growth, land banking or no-growth policy, <br />provided the development can be accomplished within the <br />performance standards, policies and requirements of the <br />Community Manage .nent Plan.
