ZONING RECUIATIONS <br />DIVISION 6. RR.IB ONE-FAMILY <br />RESIDENTIAL DISTRICT <br />See. 78-416. Purpose. <br />The RR-IB one-family rural residential district <br />is intended to provide a district which will allow a <br />combination of low-density residential develop­ <br />ment and limited agricultural activity. <br />(Code 1984, § 10.28(D) <br />Sec. 78-417. Permitted uses. <br />Wthin any RR-lB one-family mral rejidential <br />district, no land or structures shall be used except <br />for one or more of the following uses: <br />(1) One-fancily detached dwellings. <br />Personal wireless service antennas and <br />towers. <br />Purpose and intent. The purpose of <br />subsection (4) of this section is to <br />establish predictable, balanced reg­ <br />ulations for the siting and screening <br />of wireless communication equip­ <br />ment in order to accommodate the <br />growth of wireless communication <br />systems within the city while pro­ <br />tecting the public against any ad­ <br />verse impacts on the city's aesthetic <br />resources and the public welfare. <br />b.Personal wireless service antennas. <br />Personal wireless service antennas <br />erected on a municipal water tower <br />may be allowed as a secondary use <br />by administrative permit, prorided <br />they comply with the city policy re­ <br />garding the use of city-owned prop­ <br />erty for wireless telecommunication <br />antennas and provided they meet <br />the following conditions: <br />1.The antenna shall be in compli­ <br />ance with the state building <br />code and all other applicable <br />federal and state regulations <br />and permits. <br />Supp. No. 1 CD78:69 <br />7. <br />8. <br />/ly <br />f 78-417 <br />Structural design, mounting and <br />installation of the antenna shall <br />be in compliance with <br />manufacturer's specifications <br />and shall be verified and ap­ <br />proved by a registered profes­ <br />sional engineer. <br />No advertising message shall <br />be affixed to the antenna. <br />Antennas shall not be artifi­ <br />cially illuminated unless re­ <br />quired by law or by the Federal <br />Aviation Administration (FAA) <br />to protect the public's health <br />and safety <br />When applicable, proposals to <br />erect new antenna shall be ac­ <br />companied by any required fed­ <br />eral, state, or local agency li­ <br />censes. <br />Transmitting, receiving, and <br />switching equipment shall be <br />housed within the existing struc­ <br />ture. If a new equipment build­ <br />ing is necessary for transmit­ <br />ting, receiving and switching <br />equipment, it shall be situated <br />in the rear yard of the principal <br />use and shall be screened from <br />view by landscaping. <br />All obsolete and unused anten­ <br />nas shall be removed within 12 <br />months of cessation of opera­ <br />tion at the site unless an ex­ <br />emption is grainted by the city <br />administrator or his designee. <br />The removal shall be the respon­ <br />sibility of the communication <br />provider. <br />Antennas shall utilize camou­ <br />flaging techniques or shall be <br />side-mounted to an antenna sup­ <br />port structure in order that such <br />facilities are compatible w’lth <br />the character and environment <br />of the area in which they are <br />located.
