#04*2974 Sloncbay Marketplace <br />April 15.2004 <br />Pa{c3 <br />1. Conformity with Comprehensive Plan <br />Please review the Council-approved language of the Comp Plan amendment (Exltibit A). The applicant’s <br />letters ofMarch 26 and April 14 demonstrate how die applicant believes this plan conforms with the Comp <br />Plan goals and standards for this site. The parameters of the CMP amendment include the following: <br />No individual buildings greater than 15,000 s.f. gross floor area. <br />Staff Conclusion: This parameter is met. <br />One building must be a pharmacy /convenience store. <br />Staff Conclusion: This parameter is met. <br />The remaining buildings shall have no individual tenant space greater than 7,000 s.f <br />Staff Conclusion: This parameter is not a factor in the westerly building, and can <br />be met via appropriate leasing of spaces in the center building. The applicant has <br />agreed to this parameter. <br />The most westerly building on the site shall be oriented and designed in a manner that focuses <br />on the regional pond as an amenity for customers or tenants. <br />Staff Conclusion: This parameter has been met via the elimination of roadway <br />between the westerly building and the pond, and the addition of pedestrian <br />amenities in this area. However, the terrace is not within Outlot A, which is a <br />potential issue... <br />Buildings on the site shall be oriented with a goal of providing an inviting vehicle and pedestrian <br />entry from Kelley Parkway without creating negative visual impacts for the Stonebay residential <br />development. <br />Staff Conclusion: This parameter has been partially met by the reorientation of <br />the Walgreens entrance to the southwesterly corner of that building, and will be <br />completely met by designing the middle retail building to have a windowed front <br />facade at its northeasterly end. <br />ArchitecUiral design and details shall be carefully prepared by any developer of the site to ensure <br />a liigh quality of design, compatible with the quality of the office buildings on Kelley Parkway, and <br />shall be subject to City approval through the PUD process. <br />Staff Conclusion: This parameter can be met subject to PC/Council approval of <br />preliminary building designs. <br />Building materials shall be high quality and durable, shall be compatible with the quality of the office <br />buildings on Kelley Parkway, and shall be subject to City approval through the PUD process. <br />Staff Conclusion: This parameter can be met subject to PC/Council approval of <br />preliminary building designs.
