M <br />t /; <br />#04-3003 <br />April t9,2004 <br />Page 4 of6 <br />The plan in Exhibit C also shows building pad locations in relation to the required <br />setbacks and primary and alternate septic locations. The applicants have shown that an <br />adequate house can be placed on these lots and staff is satisfied with the lot layouts as <br />proposed. These lots meet all required lot standards as shown in the table above and <br />actually far exceed the required standards. <br />The plan in Exhibit C also shows the average lakeshore setback line. Due to the location <br />of the existing houses on both sides of the lot, the three proposed lots will be subject to a <br />strict average lakeshore setback. The average lakeshore setback ranges from over 400 ’ <br />on proposed lot 1 to 135 ’ on proposed lot 3. The building pad locations have been <br />determined in relation to this setback line. Staff recommends that this line be adopted as <br />the average setback for ail 3 lots and that the issue of which home gets built first will not <br />affect the average setback for the rest. <br />City Engineer Tom Kellogg has not submitted written comments regarding the proposed <br />plans at this time. The City Engineer has been in contact with the surveyor regarding the <br />methods of rate control of stormwater pre and post development and the methods the <br />applicants are proposing to collect stormwater horn the site and ha.<; preliminarily <br />approved the concept. However, the applicant will be required to meet all <br />recommendations of the City Engineer prior to City Council review. <br />Required Easements <br />The applicant must dedicate the following easements: <br />- Conservation and Flowage Easements over all delineated wetlands. <br />- Drainage Easements over all proposed storm water ponds and stormwater <br />collection areas (including the dry ponds proposed). <br />- Standard drainage and utility easements around all lot boundaries. This consists <br />of 10 ’ around the plat boundary lot lines and 5’ on the interior lot lines. <br />Storm Water, Drainage, and Erosion Control <br />The applicant is proposing a dry pond with a small berm and draintile approximately 80 <br />feet from the lake on both interior lot lines. All lots will meet the required 2.0 acres of <br />dry with these collection areas. All storm water will be routed to these areas through the <br />method of swale construction along the property lines. The neighbor to the east <br />submitted a letter expressing concerns regarding drainage (see Exhibit K). Also, attached <br />are per and post drainage area maps showing the distribution of stormwater (Exhibit D). <br />The City Engineer has not submitted written comments regarding the storm water and <br />drainage plan at this time however, the applicant will be required to implement all <br />recommendations of the City . ngineer prior to City Council review. <br />The applicant has also proposed temporary and permanent erosion control measures <br />which must be reviewed and approved by the City Engineer. At a minimum, silt fence <br />will be required. <br />The subdivision is subject to the Storm Water and Drainage Trunk Fee established by <br />♦ • •* <br />1 »’ <br />J 3 f 1
