The Club should install three speed bumps along the Woodhill Avenue. These are <br />used effectively in Minneapolis in residential areas. Snow plows have no problems plowing c' er <br />them. Posted speed signs are ineffective. <br />6. The access road should remain gravel to assist in slowing cars down. <br />The City should limit the permit for one year to determine what problems there were in <br />the prior years and the City should maintain a right to revoke the permit or impo.se additional <br />conditions, as allowed by Section 10.09. Subd. 6. B. <br />Conclusion <br />All parties should be afforded procedural due process by having enough time to analyze <br />the issues presented. If the Club submits evidence other than in its application on file with the <br />City, we ask the City Council to continue this matter until all of the new evidence can be <br />analyzed and addressed. Only then should the City Council mal;e a decision. For example, the <br />Club filed its application on April 21, but the Club did not file the traffic consultant's report until <br />Monday, May 3, leaving City staff and my clients and their traffic consultant little time to review <br />and respond to it.
