Mayor and City Council <br />May 4. 1999 <br />Page 12 <br />Council believes that those members need a more convenient access, then limit that access to a <br />one way up the access road, since the exiting to the west from the Club on Woodhill Avenue at <br />County Road 15 is an easy exit and there is no need to use Woodhill Avenue. <br />2. The gate at the access road should be a card access gate so only Club members <br />can use it, and so the Club’s records of the use can show the extent of such a use and by whom, <br />and the gate reduces speed. <br />3. The use should be limited to 20-30 car trips per weekday (Club’s estimate) and 50 <br />car trips per weekend day (Club estimates 50-60). This is also the estimate provided by the <br />Club’s traffic consultant and is the basis for the consultant ’s statement that such use would not be <br />harmful. <br />4. The Club should install tltree way stop signs at the intersection of Woodhill <br />Avenue where it extends to the south. <br />5. The Club should install three speed bumps along the Woodhill A\ enue. These are <br />used effectively in Minneapolis in residential areas. Snow plows ha\ e no problems plowing over <br />them. Posted speed signs are ineffective. <br />6. The access road should remain gravel to assist in slov. ing cars down. <br />The City should limit the permit for one year to determine what problems there were in <br />the prior years and the City should maintain a right to revoke the permit or impose additional <br />conditions, as allowed by Section 10.09, Subd. 6, B. <br />I. If the City decides to allow Access in both directions to a greater degree, then the Citv <br />should do so only as follows : <br />1. Access only between 4:00 p.m. and 6:00 p.m. on weekdays in the summer since <br />that is the rush hour time period on County Road 15. Few members access the Club during <br />morning rush hour. Even in that situation, there is a left turn lane when heading east at the <br />entrance to the Club at County Road 15, and there is little oncoming traffic from the east. “, . <br />access from the east is always an easy right turn. <br />2.
