As this is a variance for <br />new construction the Planning Commission may want to discuss approval of the paricing <br />variance as the total number of stalls per the requirements of the Zoning Ordinance would <br />not require construction of these additional 12 stalls. <br />Number of Required Parking Stalls <br />Zoning Ordinance Section 78-1516 requires that churches provide a minimum ol one stall <br />for each four seats based on the design capacity of the main assembly hall. The sanctuary <br />provides 430 seats, with the proposed additions not increasing this number. I'herefore, <br />the required parking would be as follows: <br />430 seats / 4 seats = 107.5 required parking stalls <br />The church also provides a pre-school program during the weekdays as outlined in <br />Resolution #2814, attached as Exhibit M. Section 78-1516 (10) provides a parking <br />standard for day nurseries of four stalls plus one for each 500 square feet in excess of <br />1,000 square foot of floor space in the principal structure. The conditional use permit <br />approving the pre-school noted a total square footage of 1,057 s.f. for the use therefore; <br />the amount of parking required for the pre-school use would be as follows: <br />4 stalls + (57 s.f. / 500 s.f. = 1 stall) = 5 stalls <br />The total amount of paricing stalls provided on the proposal is 221 stalls, adequate to <br />support the two uses also recognizing that the uses probably do not occur during the same <br />hours, further evidence that adequate parking has bwn provided. <br />Stnictaral Coverage <br />Per Zoning Ordinance Section 78-1403, this property is not subject to the lot coverage by <br />structures ordinance as the property ’s area exceeds 1.99 acres. <br />Hardcover Cakulatioas <br />This property is outside of the Shoreland Overiay District boundaries and therefore not <br />subject to hardcover restrictions. <br />Exterior BaUdiag Materials <br />The exterior building materials proposed consist of a light brown brick to match the <br />existing exterior building materials. The Zoning Ordinance does not establish specific <br />standards for exterior building materials, however only that all aspects of conditional uses <br />be compatible with residential districts. Staff finds that the exterior building materials <br />proposed are acceptable. <br />Lightiag <br />While the applicant has stated the church is still somewhat in preliminary planning stages <br />with regard to details such as lighting, no new lighting within the parking lot is proposed <br />unless it is required by building code or the Police Dqiartment.
