I <br />I <br />r,: <br />r. <br />5. <br />entrances to the parking lot can occur next to the Dvinci's pizza location <br />(certainly tough to turn left from the west), next to the gas station (again a <br />tough left turn from the west -1 have on more than one occasion almost been <br />hit by someone turning left from the west violating the turn lanes in this area - <br />and this area is tough to navigate between the buildings), and then on the <br />smaller side streets to the north (which is immediately adjacent to a park with <br />a slide and playground equipment for small children). <br />4. Is outdoor seating appropriate for this area? <br />Noise at the intersection is already an issue - admittedly mainly currently <br />from cars and street traffic. Yet occasionally, the noise from the saloon, when <br />the doors are open when there is live music, is enough to hear at the bottom of <br />my driveway. Certainly double entry doors, and converting the single entry <br />doors to a fire escape only, and better attention from the owners to the heating <br />and ventilation to keep them from propping the doors open may solve these <br />problems with the current facility. Expansion to outdoor seating will create <br />new problems. People drinking and smoking within less than 50 yards of <br />the park, loud conversations at night, along with the increased patrons <br />and cars from a 130% increase in usable space in this saloon, will <br />increase the noise even further. Further reduction In the size of the <br />outdoor areas may reduce this noise somewhat, but with the proximity to <br />the neighborhoods, I believe outdoor use should be denied. Seating on the <br />south side of the building bad originally been proposed, but is not in the <br />current proposal, and should continue to be denied, as it poses the same <br />problems, with the addition of safety concerns with highway IS. <br />Additionally, seating on the south side of the building impairs pedestrian <br />traffic on the north side of the road. <br />Would the approval of this application be consistent with past actions of <br />the city council? <br />Most of the residents of Orono/Navarre have at one time had dealings <br />with the city council concerning our own property, and have adapted to <br />the fact that with few exceptions, the laws and zoning regulations of the <br />city have been upheld. As Jim Murphy has commented in past city <br />council meetings, Orono is becoming more urban as time goes on, which <br />requires tighter regulations. Allowing significant variances in building <br />use, parking variances, and adding outdoor seating are exceptions that <br />we should not tolerate. <br />OSH CMHl-»4S-page)
