Additionally, “Commercial development of a regional nature <br />which would increase traffic, particularly on collector streets serving low <br />density residential development, will be discouraged. In addition, commercial <br />and industrial development will not be permitted to adversely ailect <br />neighboring residential property." <br />Other communities have also had issues with large regional draws to a “local" <br />bar with music that cause strains on the local resources of police and traffic. <br />Additionally, when patrons under the legal drinking age are allowed in the bar <br />at the same time, it causes additional problems. See the attached article that <br />addresses a similar situation in St. Paul, where a large bar with music is <br />having problems with the merging of community and saloon. <br />Is there adequate parking for the expanded use, as well as any other <br />viable redevelopment and growth of the other businesses in this area, as <br />well as parking for **park and ride" commuting other areas of the twin <br />cities? <br />Even the parking study performed by the applicants (which has some <br />flaws that 1 won't detail here) suggests that the parking would be nearly <br />maximized for the businesses on the north of County road 15 adjacent to <br />the saloon at peak times. At a recent special event, parking was near <br />maximum with only a handful of spots open, and patrons for the event <br />were parking on the south side of county road 15 in the Rick’s parking lot <br />and running across the road, as well a.* driving and parking their <br />motorcycles on the sidewalk and illegally on the street. (See attached <br />pictures of August 2"^ 2005) <br />Growth of this region with businesses that support the scale and spirit of the <br />B-1 zoning are important. No business owner would take the risk of <br />developing in this area with only a handful of parking spots to allow their <br />patrons to visit their business. <br />Is there adequate traffic flow to support this use at the intersection of <br />county road 15 and 19. <br />This intersection is already quite dangerous and congested. While the <br />saloon will have peak times most likely of lunch and dinner and weekends, <br />which are not times that most people are commuting to work, they are still <br />times when the wait times at these intersections are at quite a strain.
