MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, May 16,2005 <br />6:00 o ’clock p.m. <br />Gaflron stated normally the square footage of the lot is calculated minus the outlot. <br />Winkey commented the stiucture does not appear obtrusive above the ground and that there is very little <br />visual impact to the neighbors. <br />Kempf agreed that the visual impact is minimal and that he does not have a problem with the appearance <br />of the structure, especially given the size of the lot Kempf indicated he does have a concern with a car <br />sitting on the slab to the north side of the building and that he would like the garage door eliminated on <br />that side of the structure. <br />Carlson stated animals and lawn fertilizers are more detrimental to wetlands than the proposed use of this <br />structure. Carlson indicated they are agreeable to installing a holding tank to address the concerns about <br />the drainage into the septic system. <br />Carlson noted he had to design a building that would allow storage of the vehicles as well as access and <br />that there are not issues with hardcover. <br />Carlson stated given the wetlands and the location of the building pad, they are restricted to constructing <br />the structure in front of the principal residence. <br />Jurgens indicated be does not see a hardship for the oversized structure. <br />Bremer commented she views the topography of the lot a hardship. <br />Fritzler stated in his opinion if the statutory definition of hardship is used, there is not a hardship. <br />Winkey moved, Kempf seconded, to recommend approval of Application #05-3111, Water Street <br />Homes, LLC, granting of a variance for an accessory structure located nearer the front or street lot <br />line then the principal residence structure, a variance to the allowed footprint for an oversize <br />accessory structure, and a conditional use permit for plumbing in an accessory structure for the <br />property located at 2260 Fox Street. <br />Bremer suggested amending the motion to include a covenant limiting the future use of this structure, <br />installation of a holding tank for the car wash, and confirmation that the wetland moratorium docs not <br />apply to this property. <br />P
