To;Chair Rahn and Planning Commission Members
Ron Moorse, City Administrator
From:
Date:
Greg Gappa, Public Services Director and Mike Gaffron, Planning Director
February 17,2005
Subject: //05-3083 Proposed Comprehensive Plan Amendment - MUSA Boundary
List of Exhibits
A - Notice of Public Hearing
B - Map: Myrticwood MUSA Addition Area
C - Map: Myrticwood MUSA Addition Topography
D - Map: 25 South Brown Road MUSA Adtlition Area
E - Map: 25 South Brown Road MUSA Addition Topography
Introduction
This is an application from the City of Orono for a Comprehensive Plan Amendment to add several
existing developed properties to the MUSA. The MUSA (Metropolitan Urban Service Aiea) defines
those portions of the Metro Area where development is allowed to occur with municipal sewer rather
than with septic systems.
Myrticwood Neiahborhood MUSA Expansion
The first area is the Myrticwood neighborhood which is located northeast of the Highway 12 /
Wayzata Boulevard intersection in the 2.0 acre rural residential zoning district This 10 lot
subdivision was platted in the I960 ’s with lot sizes ranging from one to tliree acres dry buildablc
area. Five lots hjtve nonconfonning septic sy.stcms and five lots have conforming septic systems.
There are limited replacement septic sites on these lots because of the steep topography and wetlands
in this area.
A review of the area map shows that the Myrticwood Neighborhood is the last older developed
neighborhood, with .smaller substandard lots, in this area of the City that is in need of sewer .service
as the other older developed ncigliborhoods already arc in the MUSA and have sewer service.
This area was not included in the 2000 Compreltensive Plan MUSA expansions because there was
not any sewer service close to this subdivision. The City of Wayzata is now constructing a new
public works fijcility directly south of the Myrticwood neighboiiiood and has completed the
'•xtension of sewer and water utilities to sci've the new public works facility. The existing Wayzata
Public Works facility will be removed for the new Highway 12 construction project. The City of
Orono has contributed financially to the Wayzata. sewer and water extensions to provide cajracity
and service connections for future service ol thc Myrticwood neighborhood, fhe neighborhood
residents have submitted a petition to the City rerpicsting .sewer and waiei service for their
neighborhood and the first sleep in this process is for this area to be added to the MUSA.
