To review briefly, sewer to serve <br />Pad 1 will come from Orchard Drive on the south side of Orono <br />Orchard Road. Water will also come from Orchard Meadows plat on <br />the sourh side of the road. Sewer to Pads 1-12 will come from a <br />line extending from the MWCC lift station. If the City of Long <br />Lake is to achieve clear access to the properties to the north <br />side of the Burlington Railroad, it will be necessary to acquire <br />access easements via the MWCC half acre parcel. <br />As discussed earlier, the 16" force main will have to be <br />reloacted. The relocation will be done per the specifications of <br />the MWCC. <br />Please review Exhibit J. Note the comprehensive trail <br />system approved by the City shows a trail extending northward <br />along Orono Orchard Road to the south side of the Luce Line <br />Trail. There is no trail extension north of the Luce Line Trail <br />nor was it planned by the City. As the northern portions of <br />Orono Orchard Road are surrounded by both Orono and Long Lake <br />properties, it may be appropriate for the City to encourage <br />discussions between the Cities' Park Commissions regarding a <br />trail connecting to the Luce Line. This issue is raised because <br />of comments raised in an earlier letter from an affected property <br />owner. <br />Dralnage/Plood Plain/Wetlands <br />The DNR has determined the Ordinary High Water Mark of the <br />pond/lagoon area is 9*!i3'. The "op of tne bank of the lagoon is <br />at 947' elevation. Cook has re’^iewed the hydraulic information <br />submitted by applicant in detemining the flood plain elevation. <br />Tt appears the flood plain elevation is at approximately 947.3'. <br />Planning Commission members will remember during the review of <br />the Alan Carlson subdivision that the MCWD does not allow <br />retention areas created for development run-off below the flood <br />plain elevation. The rormer sewer pond area cannot serve as a <br />retention area because ^.t is below 947.3 elevation. Retention <br />must be provided at the higher elevations. Major portions of the <br />surface run-off from the development will now be directed to the <br />retention pond located within Pads 11 and 12. The 5' cut in the <br />cul-de-sac portion of the road will take the majority of drainage <br />from Pads 6, 5, 4, 7, 8, 9 and 10. Rear or easterly elevations <br />of Pads 3, 7 and 8 will flow as drainage currently flows through <br />the drainage network of the Orono Oaks plat. The rear portions <br />of Pads 1 and 2 will flcv/ to the wetland via a culvert under <br />Orono Oaks Drive. Pad 1, Block I's drainage will flow <br />predominantly to the wetland to the north and the creek area. <br />Appropriate drainage easements will be taken between the shared <br />boundaries of Pads 11 and 12 to conveying drainage to the <br />retention area and eventually outlet into the northeast portion
