Zoning File #1691 & #1702 <br />November 15, 1991 <br />Page 3 <br />Coaprehensive Plan Anendment <br />As already stated in an earlier memo for your October <br />meeting, the City of Orono is obliged to complete a Comprehensive <br />Plan Amendment seeking the extension of municipal services to <br />this rural zoned property (sewer shall be credited against <br />Long Lake's use). The applicati longer includes a rezoning <br />to 1 acre. Current RR-IB ru.;? J residential standards are <br />applicable. This Comprehensive Plan Amendment application will <br />be incorporated with the recently approved Comprehensive Plan <br />Amendment No. 3 that includes other rural areas serviced with <br />sewer retaining the existing rural residential zoning. <br />PHD/Preliminary Subdivision <br />The 13 unit PRD is to retain the name of Fleming Trail <br />Addition. As we are dealing with a PRD, total dry buildable <br />areas can be credited within the road outlets and the area to be <br />dedicated for road purposes along Orono Orchard Road. Each of <br />the pads contain approximately 1 acre in area. Note with the <br />flexibility offered under PRD there is no need to maintain 1 acre <br />within each building pad. Under the PRD applicant need not use <br />RR-IB setback standards. Applicant requests special setbacks as <br />shown in Exhibit L. The setacks requested are 35* front and <br />rear, 10* sides. Lot pads 1, 2, 3, 7 and 8 propose 35' street <br />setbacks, 10' sides and 50' f r >m rear or Orono Oaks Drive <br />boundaries. (An attempt by applicant to address the concerns of <br />the adjacent neighbor receiving most impact.) Note Pad 1 within <br />Block I's building envelope has been opened up by locating an <br />additional unit to the east side. Pad 1 within Block 2 is <br />unbulldable with the 16" force main intersecting the pad in half. <br />The force main can either be relocated within the road outlot or <br />along the shared boundaries of 2 and 3 and the southern <br />boundaries of 1 and 2. Appropriate easements will have to be <br />designated on the plat. All pads but Pad 1 shall achieve access <br />from the Interior plat road. <br />Roads/Utilities/Trail <br />As in the earlier review with the conventional plat, the <br />extension of the road to the Burlington Northern Railroad shall <br />be shown as a separate road outlot. The cul-de-sac has been <br />extended south eastward to allow for development of an additional <br />pad. The applicant has realigned the curb cut at Orono Orchard <br />Road in response to the Orono resident's concern for Impact of <br />car lights. With the moving of the road, it becomes necessary to <br />raise the elevation of the road as it approaches Orono Orchard <br />Road to Improve siting as plat road is moved closer to the curve <br />and hill. Final grading plans must provide detail on entrance <br />section of road. To be consistent with Long Lake's policy, the <br />• imr ■ ran n ■ i i mu ■-.I.-TO .
